Institution of the Catholicate and Autocephaly
The synaxarion ties Peter's elevation directly to King Vakhtang Gorgasali's efforts to strengthen and order the Georgian Church. The king petitioned the Patriarch of Constantinople to institute the rank of catholicos for Georgia, and the patriarch approved the request. Because Georgia still lay under the canonical jurisdiction of the Patriarchate of Antioch, Peter and Samuel travelled to the Antiochian patriarch to receive their elevation.
The accounts relate that twelve bishops accompanied the new catholicos to Georgia, and that the autocephaly of the Georgian Church was proclaimed upon their arrival. Under Peter the Church was administered on the principle of autocephaly and a structure of self-rule was established, an arrangement that the tradition regards as the foundation of the independent Georgian hierarchy.
